“Unknown Unknowns” – Borough Government 101

Mansfield is one of the boroughs in PA. The Borough Manager, Chris McGann, has a very impressive resume of education and borough management that he brings to his position. His devotion to Mansfield began when he was warmly welcomed to Mansfield University for his first bachelor’s degree in journalism, graduating in 1997. He returned for a second bachelor’s degree in Political Science. Later he obtained a master’s degree in Applied Politics from American University in Washington D.C. during election year 2008. He was Borough Manager in his hometown of Millersburg for 8 years and learned that in borough management there are many unknown unknowns! Chris is now back in Mansfield as our Borough Manager and problem solving the unknown unknowns every day. Most importantly, Chris focuses on public safety, he makes sure that we have drinking water, streets and parks and other public property is maintained, neighborhoods are clean and safe, and so much more.
Chris shared with me that when speaking to a high school class, the teacher asked Chris if there were any educational resources for local government. Not able to find anything, Chris asked if the PA State Association of Boroughs (PSAB) could produce an educational video.
