The Wellsboro Borough Council Meeting was held Monday, May 13th, 2019, at the Borough Office building. Reports were presented, several motions were approved, and we heard from citizen Kevin Clark on current progress regarding the establishment of a community garden. During the second half of today’s broadcast Kevin Clark gives the Borough Council Members an update on establishing a community garden.

HARB:
The following was recommended for approval by HARB:
1. Rick Beckwith’s request for signage and handicapped ramp in the same color as the existing building for the Main Street Creamery to be located at 17 Main Street.
2. Trent Aughenbagh’s request for awning with lettering at 63 Main Street. The lettering will be restricted to the business name and logo.

Motion to ratify and approve accounts payable for all accounts.

Motion to approve the Treasurers Report for March, 2019.

Reminder that the June Borough Council will be held on Monday, June 3rd, 2019 at 6 pm.

The following public hearings will be held on June 3rd:
1. 5 pm – Request for fence variation submitted by GROW
2. 515pm – Conditional Use Application for Bed and Breakfast at 49 Central Avenue
3. 530pm – Conditional Use Application from Vineyard Church for a church in the Commercial/Manufacturing District

Motion to approve the Grimes Land Development Plan for 502 Kelsey Street.

Motion to advertise Ordinance #693, adding no parking zones to Water Street (from Norris Street for 343 feet to the northeast along the southeastern side of the street; and Pearl Street (between Charles Street and King Street on the southeastern side of the street).

Public Works, Solid Waste, Highways, Parking, Water, Sewer

Reminder that the compost area at the Borough garage on Old Tioga Street is for grass clippings and leaves only. No contractor should be dumping anything in this compost bin. Contractors can dump materials at the Meade Street area for the daily or yearly fee. Residents can dump branches, shrubs, and logs in this area for free. No materials from outside of the Borough are to be dumped at either site. Please refrain from including garbage or other materials with the compost materials. Also, please be mindful and refrain from leaving piles that block the driveway or access to the wood mulch pile.

The Bodine Street Stormwater Extension Project is complete.

The Hamilton Dam Rehabilitation Project has received full funding for the Design phase of the project.

Parks & Recreation, Trees, Beautification, Senior Center

The Borough Council would like to thank the high school students who assisted with the tree plantings around the community.

The Packer Park Pool will open on June 4th. Hours for the pool are 1–7 pm on Monday through Friday and 1–6 pm on Saturday and Sunday.

Motion to approve request to close Pearl Street and Charles Street, adjacent to the Green, for Relay for Life on July 20th, from 10 am to 10 pm. Request also includes blocking parking spaces along Central Avenue (near Deane Center lot) for dumpster placement.

Motion to approve request from American Legion Post 84 and Veterans of Foreign Wars Post 4907 for a parade, beginning at 1030am on May 27th, 2019 – starting at the Green, proceeding down Main Street to Queen Street, then following Queen Street to Nichols Street, ending in the Wellsboro Cemetery, where a ceremony will be conducted to honor veterans who gave their lives in service to our country.

Motion to approve Rock L. Butler Middle School parade for school-wide boat regatta on May 31st, 2019, starting at 10 am, the 5th-7th-grade students will walk from Nichols Street, around the exterior of the Green, and down Water Street to Packer Park where the regatta will be held.

Motion to accept the resignation of Joseph Hastings from the Borough of Wellsboro.
Applications are being accepted for the position of Laborer in the Department of Public Works. Applicants must live within 10 miles of the Borough and possess a CDL with a tanker endorsement. The duties of this position can change daily and requires the ability to complete physical tasks in all weather conditions. Applications are available at the Borough office, or online at www.wellsboroborough.com. Applications are due by 4 pm on May 24th, 2019.
