BOROUGH COUNCIL MEETING 3/11/2019
On today’s broadcast, Home Page Cameras were there to cover the monthly Borough Council Meeting held on On Monday, March 11th at the Borough Office building. During the meeting, Borough Council members listened to reports and approved several motions.
During the Public Comments section of the meeting, a number of our citizens addressed Council members with, concerns, ideas, and a good follow-up report from last months meeting.
You will see some of the highlights on today’s broadcast. Please take a few moments to watch this feature.

HARB:
The following were recommended for approval by HARB:
1. Jeremy and Rachel Main’s request for shingle replacement at 15 West Avenue.
Committee Reports:
General Government, Administration, Buildings, Personnel
Motion to ratify and approve accounts payable for all accounts.
Motion to approve the Treasurers Report for January 2019.
The Zoning Hearing Board Decision granted a variance on the required number of parking spaces at the proposed Dollar General site at 120 East Avenue.
Motion to approve Lot Combination of Lands of 727 Land Group Inc. The proposed Lot combination will combine the parcels at 498 Tioga Street and an adjoining vacant lot to create one lot.
Motion to adopt Ordinance #691, which updates the Fireworks, Parking, Water and Actuarial Equivalent Sections of the current Ordinances.
Motion to authorize Borough Manager and Solicitor to advertise a proposed amendment to the Wellsboro Zoning Ordinance. The proposed amendment is to add Car Wash as a Permitted Use in the Highway Commercial and Commercial Manufacturing Zoning Districts, along with a definition of “Car Wash” to the Zoning Ordinance. The public hearing for the proposed amendment will be held on April 8th, 2019 at 5:30 pm.
Motion to name Scot F. Boyce, Jr. as the Voting Delegate for the Pennsylvania State Associations of Boroughs, with John E. Wheeler serving as the Alternate Voting Delegate.

Discussion on the sale of 2016 Durango.

The Community-Wide Yard Sale is scheduled for April 12th and 13th. Yard Sale Permits are not required for any sales held for these days.
Spring Cleanup will be held during the week of April 15th. Pickup will be held on your regularly scheduled garbage pickup day.
The Borough has received $122,662.29 in Liquid Fuel Funds and $1,360.00, in Turn, Back fees (for Greenwood Street).
Discussion on Citizen’s request to deed a portion of Sherman Street from Sherman Lane to a private driveway for the price of $1.00.
Open Street Paving Bids
Parks & Recreation, Trees, Beautification, Senior Center
The reduced Membership family rate of $99 for the Packer Park Pool will be offered in 2019. The rate of $99 is available for the month of April.
Employee Benefits, Negotiations, Insurance, Safety, Training
The contracts for the Police Department and Department of Public Works have been signed and returned by the Teamsters, Local Union No. 529.
